The deadline for getting this discount should be based on the starting-date of the specific tour (not on an "one-date-fits-all" date).
For example, the deadline for getting the Globus "Book Early & Save" discount is November 29, 2016. To get this discount, one must tie-up his/her money between 39 days (for a January 7, 2017 tour) and 487 days (for a March 31, 2018 tour). Why isn't the early-booking deadline for the March 31, 2018 tour on February 20, 2018 (I.e., 39 days before the tour's start-date)?

An early booking discount is just that. Booking just 39 days prior to the start of a tour is what I would call a last minute booking.
Tour companies offer such discounts as an incentive for people to book early and do they can fill tours sooner. You have to weigh the benefit of the early payment discount against any interest you may earn if you keep the money until the normal deadline or the likelihood you may have to cancel and then hope your insurance pays off, or how much interest you be charged if you are borrowing the money to pay for the trip so far ahead. This last one is not something I would do.
I've only used the discount once where I found it beneficial.

I don't know many people who can plan 487 days in advance (to take advantage of the discount on the March 31, 2018 tour) that Globus imposes.

I’ve already booked all three of my tours for 2017, and I will be paying for the first class tours in full by January 12 in order to get the early payment discount. That being said, I only have the money put aside for these trips because I had to cancel my last year’s tour, and got some money back. Otherwise, I would not be able to pay for two tours in full by January 12, and would probably have to pay in installments, and maybe get the 5% discount by paying in full by the end of April.
